Plan Change 81 (in conjunction with the accompanying Tasman Regional Policy Statement Change 1) establishes the parameters for urban development in Tasman District for the next 30 years. It therefore has the potential for even longer to lock in – or avoid locking in – climate emissions embodied in or associated with building structures and accompanying infrastructure (three waters), energy use and transport systems. PC81 also provides for zoning of land for commercial and industrial use.
Our submission strongly supports the introduction of Medium Density Residential Zoning in Richmond and in other existing settlements of Tasman District (Brightwater, Wakefield, Motueka, Māpua, and Tākaka). It recommends that new housing, including medium density housing, have solar cell power generation and storage. However, the documentation does not engender confidence that emissions reductions have been adequately assessed and considered in relation to proposed greenfield development, nor climate resilience.
